never, drill holes into something you have no information on, you should check with your apartment mangement and if they ok it, then get their maintenence guys to do it for you.

You need a borehammer with SDS drills. Do not trust anyone saying otherwise. I just hung up stuff in an apartment with exactly those ceilings and walls, and only SDS went in.

Step-by-step advice on drilling into concrete overhead
First, make sure you have glasses. Drilling overhead, you will get stuff in your eyes. Second, use a masonry/concrete bit and read the package to ensure it is safe to use with a hammer drill. Also pay attention to the end of the bit. A lot of hammer drills take a special kind of end (SDS, Spline, etc.). You need to get the kind that matches your drill.

That's a lot of work for a simple cheap lamp available anywhere. Some of the technique was interesting. However, using hot melt glue around anything heated or electrical is to be strictly avoided. The electrical portion of this would fail NEC on a number of counts.

They look cool now, I'd personally only get them if they were inexpensive and easy to swap out. Pieces that on-the-nose for a specific style don't always age well and you may find yourself disliking them in a year or two.
